Thames Valley leaders explore new Mayoral Strategic Authority

Published: 25 November 2025

Council leaders across the Thames Valley are working together on plans for a new Mayoral Strategic Authority (MSA) for the region. This proposed combined authority would be led by a directly elected Mayor and could bring new powers and funding closer to local communities.

The aim is to secure long-term investment to improve transport, housing (including more social housing), skills, infrastructure and economic growth across the Thames Valley. Local Councils would continue delivering day-today services, while the MSA would focus on major strategic issues.

If government approves the proposal, devolution could unlock significant funding and support more joined-up planning across the region. Councils will be discussing the expression of interest throughout November and December before it is submitted at the end of the year.
